Some settings cannot be changed before starting the game.

The only settings that can be changed before starting the game are the options under System Settings, Accessibility Settings, and Gameplay Focus. Other detailed options for Camera and Controller Layout can be changed by accessing Config on the Title screen or System on the Main Menu.
