I don't see the "Costume Change" option on Xbox and PC (Microsoft Store). How do I unlock it?

The "Costume Change" feature has been replaced with "Appearance" for the Xbox and Microsoft Store versions. Note that in these versions, players can only change the appearance of weapons.
